Water Rebates and Incentives

If your home or building in Tracy was built before 1994 and you pay your water utility bill to the City of Tracy, you're eligible for a free Water Use Survey!

As part of this citywide program, a Water Efficiency Representative will visit your property to check for leaks and identify ways to help you save water and reduce your utility costs.

What’s included:

• A personalized walk-through of your property
• Free water-saving items like low-flow showerheads and faucet aerators
• Tips to improve the efficiency of your landscape and irrigation systems

To get the most out of the visit, we ask that the tenant or occupant be present during the survey, as the program focuses on education and hands-on guidance.

The City of Tracy offers a free, citywide rebate program for qualifying single-family, multi-family (up to 4 units), business, public agencies, and industrial customers who pay their utility bills to the city.

If your building was built before 1994 and your current toilet(s) uses more than 3 gallons per flush (gpf), you may qualify for a rebate to help replace it with a high-efficiency model.

Why Replace Your Old Toilet?

Did you know toilets use up to 27% of indoor water?

Older models (pre-1992) can flush between 3.5 and 7 gallons per use. Modern high-efficiency toilets use only 1.6 gpf or less—saving water without sacrificing performance.

Rebate Details

Replace your old toilet and receive up to $125 back! The rebate can cover:

• A high-efficiency toilet (1.6 gpf or 1.28 gpf) – tank and bowl must be WaterSmart or equivalent certified
• Supply line, wax ring, caulking, seat, bolts, bolt cover
• Tax and professional installation

Bonus for metered customers: You’ll also save on your monthly water bill!

Program Timeline & Availability

• Runs July 1 through June 30 each year
• First-come, first-served—funding is limited!
• If funding runs out, your voucher request will roll over to the next program year

This program is available only to City of Tracy Utilities customers with residential, commercial, industrial, or multi-family properties built before 2015. (Starting in 2015, water-efficient landscaping and irrigation systems became a requirement for all new construction.)

The goal of the program is to help property owners replace outdated irrigation controllers with Smart Irrigation Controllers—also known as Smart Timers.

Why Upgrade to a Smart Timer?

Smart Controllers use real-time data about weather, soil, and plant types to deliver the right amount of water, only when it’s needed. They automatically adjust your irrigation schedule based on changing conditions, helping you save water and money while keeping your landscape healthy.

This program encourages property owners to replace existing grass lawns with organic, drought-tolerant landscaping that conserves water and supports sustainable design.

Please Note: Synthetic turf and non-permeable hardscape materials are not eligible for this program.

The goal is to combine:

• Turf removal
• Irrigation system upgrades
• Rainwater retention or filtration feature

These elements work together to reduce water use and support the natural reuse and absorption of rainwater into the soil.

This program is available to City of Tracy Utility customers with residential, commercial, industrial, or multi-family properties built before 2015. (Water-efficient landscaping standards were required for new construction after that date.)
