Utilities

The Finance Department sends bills to City residents and businesses each month for water, sewer, garbage (solid waste) and storm drain services. About 25,000 bills are prepared each month. The City operates its own water and wastewater (sewer) plants as well as maintains a storm drain system. Garbage, recycling and yard waste service is provided by a private firm but the charge is combined on the City’s bill.

To sign-up for utility services, close a utility account, or authorize automatic payments, please see “Documents” to the left for the required forms. Residents can sign-up for utility services by emailing a signed Residential Utility Services Application(PDF, 907KB) (Residential Utility Services Application - Spanish(PDF, 1MB)) to customerservice@cityoftracy.org or fax to (209) 831-6846. Please note, copies of your rental agreement or escrow closing documents are required to be submitted with your application.

There are several bill payment options available to Tracy utility customers, including: automatic payments, online payments, ability to schedule future payments, pay by phone, in store cash payments at Walmart, Dollar General, CVS and more, secure drop boxes located at City Hall (333 Civic Center Plaza) and by mail to the following address:

Discontinue Utility Services

It is your responsibility to notify the City when you move or wish to make any changes to your residential utility account. The water meter will be read within 1 business day of your requested closing date or receipt of your request, whichever is later. A final bill will be prepared based on the closing date and will be prorated from the last month's service through the closing date. You may request to discontinue utility services by completing a Request to Close Utility Account(PDF, 128KB) (Spanish version(PDF, 292KB)) form and submitting it via fax at (209) 831-6846, or via email to customerservice@cityoftracy.org. Please note: Property owners are responsible for basic monthly service fees, including any vacant properties. An account will not be closed unless the property owner can provide a copy of an escrow document showing the sale of property, Notice of Trustee, or other official documentation showing sale/transfer of property.

Note on Vacant Properties: You may discontinue garbage/solid waste service on vacant properties; however, water, sewer and storm drainage service is required to be maintained on all properties. Property owners may not discontinue garbage/solid waste service while refuse collection (e.g. yard clippings, etc.) is still occurring. Documentation of a vacancy may be required and no retroactive adjustments will be made for vacant properties. Please contact our office to discuss additional requirements for vacant properties.
