Infrastructure Master Plans
The City of Tracy’s Engineering Division is updating our seven Infrastructure Master Plans. The purpose of the Infrastructure Master Plans is to guide the City through expanding growth and make sure infrastructure is in place to handle increasing needs and help residents understand City's infrastructure sustainability. The Master Plans are necessary to support the City's General Plan and implement City Council's Strategic Priorities.
The City Council adopted the Parks, Recreation and Trails Master Plan Update on October 4, 2022 and adopted the Public Facilities, Public Safety and Water System Master Plans on April 16, 2024. The City is working on draft updates for the three remaining plans: Transportation, Storm Drainage, and Wastewater. The updated Infrastructure Master Plans help us assess how City infrastructure is performing, and identify current and future improvements. An integral part of the Master Plans Update is public involvement, see details about public comment opportunities below.
Public Engagement
The City of Tracy City Council will conduct a Public Hearing on Tuesday, September 2, 2025, at 7:00 p.m., or as soon thereafter as possible, in the Tracy Council Chambers, 333 Civic Center Plaza, to consider adopting the Tracy Infrastructure Master Plan Impact Fee Nexus Studies and proposed fees for the four adopted Master Plans and Program Management (Parks, Public Safety, Public Facilities, and Water).
Past Public Outreach
The City held a virtual Public Outreach Meeting on the Infrastructure Master Plan Nexus Studies on August 30 at 5:00pm through Webex. The Public Comment period for this document was open from August 8, 2023 through September 19, 2023 and is now closed.
A public outreach meeting for the Wastewater Master Plan Update took place on August 22, 2023. A copy of the presentation(PPTX, 6MB) is available.
A Bikeway Workshop was held at the Tracy Community Center on May 11, 2022.

The Storm Drainage, Wastewater and Transportation Master Plans are anticipated to go to City Council for adoption in late 2024.

Bikeways Master Plan
Citywide Parks, Recreation and Trails Master Plan
The Parks Master Plan is part of an overall City effort to identify Tracy’s infrastructure needs for parks, public facilities, water, roadways, stormwater, wastewater and public safety. The Master Plan was created to summarize needs for parks, recreation and trails, in new and existing residential areas. The Master Plan updates existing policies, guidelines and probable construction costs for new park development as well as provides development guidance for vibrant, sustainable parks and trails in existing and future service areas in order to attract new residents and promote quality of life for all.
The update process to the Citywide Parks, Recreation and Trails Master Plan kicked off in April 2019 and was categorized into seven main phases:

Tracy’s Parks and Community Services Commission (PCSC) selected a consultant team, led by WRT, to engage the community, evaluate existing conditions, and ultimately develop the plan. Community engagement activities for this update process occurred in summer 2019 and included foundational meetings, advisory commissions, pop-up and targeted outreach events as well as, surveys and community workshops. Additional public comment opportunities are taking place currently and when the Final Draft Plan is presented to the PCSC in March 2022 (date is subject to change). Citywide Public Facilities Master Plan
The Citywide Public Facilities Master Plan (CPFMP) portrays a clear statement of community objectives for public facilities and establishes a future with achievable strategies. The CPFMP promotes future land use pattern consistent with the community’s long-range goals. The information and concepts presented in the CPFMP are used to guide decisions regarding public land uses, and public facilities and services provision. The CPFMP provides long-range planning to guide City development through build-out including evaluation of current conditions, space standards and functional flow, staff and space need projections, alternative facility plans, and comparative cost estimations.

The Citywide Public Safety Master Plan (CPSMP) portrays a clear statement of community objectives for public safety and establishes a future vision with achievable strategies. Tracy Wastewater Master Plan
Residential and non-residential growth is projected within the City’s Sphere of Influence that will require expansion of existing wastewater conveyance and treatment infrastructure. The purpose of the Wastewater Master Plan is to determine infrastructure requirements based on future wastewater flows, and future regulations that would impact permitted discharge limits and biosolids disposal requirements.
Citywide Water System Master Plan
The Water System Master Plan evaluates the required backbone potable and recycled water system facilities required to serve buildout of the City’s General Plan. Buildout of the City’s Sphere of Influence includes existing developed land uses within City limits, on-going development projects infill with approved water supply and assumed future service areas.
Transportation Master Plan
The Transportation Master Plan (TMP) builds upon the goals and objectives as defined in the Circulation Element of the City’s General Plan and Sustainable Action Plan. The TMP provides a comprehensive review of the City’s transportation system. It also serves as a comprehensive planning document, or blueprint, to identify and implement required improvements to the existing roadway system as well as expand upon the system to accommodate future development consistent with the recent General Plan update. In addition, the TMP balances existing and future transportation infrastructure needs with safe access for all user groups (motorists, pedestrians, bicyclists, and transit users) by incorporating strategies, principles and design elements such as Smart Growth design elements, Context-Sensitive Design, and Complete Streets guidelines.Draft Wastewater Master Plan Update - pending

Storm Drainage Master Plan
The Storm Drainage Master Plan (SDMP) includes hydrologic and hydraulic analyses, a conceptual plan for storm drainage infrastructure needed to serve new and existing development areas, probable cost options for new and upgraded infrastructure, policies, impact fee program area descriptions and documentation for existing conditions, facilities, studies, regulations and agreements. The SDMP identifies storm drainage facilities needed to serve future land development projects under the build-out condition for the City’s Sphere of Influence and storm drainage facility upgrades needed to correct existing deficiencies. The SDMP also serves as a reference document for existing facilities and their functional characteristics. New development projects will be required to provide site or project-specific solutions that are consistent with the overall infrastructure approach presented in the SDMP.
