Accessibility & ADA Compliance

The City of Tracy is committed to ensuring that all residents, businesses, and visitors can access City programs, services, activities, and records—regardless of ability. The goal is to provide an inclusive experience across facilities, public meetings, digital platforms, and community spaces in alignment with the Americans with Disabilities Act (ADA) and all applicable federal and state accessibility regulations.

The City of Tracy's Commitment to Accessibility

The City of Tracy continually works to remove barriers and improve accessibility across physical and digital environments. This includes:

  • Complying with Title II of the Americans with Disabilities Act (ADA)
  • Meeting the requirements of the U.S. Department of Justice’s (DOJ) Web Accessibility and Services Rule (28 CFR Part 35)
  • Implementing Web Content Accessibility Guidelines (WCAG) 2.1 Level AA on City digital platforms
  • Maintaining accessible public meeting broadcasts, facilities, and records
  • Ensuring equitable access to City programs, services, and information

Accessibility improvements are ongoing, compliance is regularly monitored, and staff training continues to expand to support long-term accessibility of digital content.

Website & Digital Accessibility

The City is working to ensure that cityoftracy.org, its subsites, digital records, and online services are accessible to all users, including those relying on assistive technologies such as screen readers, alternative input devices, or captioning support.

Digital accessibility enhancements include:

  • WCAG 2.1 AA–aligned website design
  • Mobile‑friendly, responsive layouts
  • Improved navigation and search
  • Standardized content structure and heading hierarchy
  • Alt‑text support for images
  • Accessible forms and documents
  • Closed captioning and transcription for public meetings
  • Multilingual captioning and translation for select media
  • Ongoing monitoring, remediation, and staff training

Document Accessibility

The City is actively reviewing and remediating publicly posted PDFs and other documents to meet accessibility requirements. This includes:

  • Making forms and agendas screen‑reader accessible
  • Ensuring proper tagging, reading order, and contrast
  • Converting legacy PDFs to accessible formats
  • Supporting departments with document accessibility tools and training
  • Reviewing content before posting to ensure it meets accessibility standards

Public Meetings & Broadcast Accessibility

To ensure all community members can meaningfully participate in public meetings, the City provides:

  • Accessible audio-visual (AV) systems and assistive listening devices in meeting rooms
  • Remote participation options that comply with accessibility mandates consistent with state law
  • Alternate formats, such as hard copies, of agendas and public materials upon request

The City of Tracy continues to upgrade AV systems to improve caption accuracy, audio clarity, and quality of digital meeting access.

Physical Accessibility in City Facilities

The City evaluates its facilities and public spaces to ensure compliance with federal and state accessibility standards, including:

  • ADA‑compliant pathways, entrances, and restrooms
  • Accessible parking stalls and signage
  • Accessible seating and public counters
  • Ongoing transition‑plan improvements based on community needs and regulations
