Employee and Labor Relations
We foster strong, collaborative relationships between management, employees, and labor groups by providing guidance on contract and policy interpretation, employment laws, conflict resolution, and grievance processes. HR represents the City in meet‑and‑confer sessions, labor negotiations, and Personnel Board matters to support a fair and productive workplace.
Recruitment and Retention
We lead the recruitment and selection of highly qualified candidates and support the retention of top talent through a fair, strategic, and proactive approach. Our goal is to build a workforce that reflects the community we serve and supports Tracy’s long‑term success.
Classifications and Compensation
We continuously review and refine the City’s classification structure to ensure it meets operational needs and maximizes organizational effectiveness. Through comprehensive compensation studies, we work to maintain fair, competitive, and equitable salary practices across the organization.
Employee and Organizational Development

We administer the City’s comprehensive benefits programs and provide employees with timely information and support. Performance Management

Employee Recognition and Reward Programs
We develop and manage employee recognition programs that celebrate outstanding service, exceptional performance, and meaningful contributions to the City of Tracy. These programs reinforce a culture of appreciation and organizational pride.
Disability Programs
We administer disability‑related leaves and programs, including the Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), Pregnancy Disability Leave, Workers’ Compensation, Temporary Modified Duty, and Reasonable Accommodations. Our team ensures compliance with all applicable federal, state, and local regulations while supporting employees through complex leave processes.
Safety Program
We provide leadership and oversight to promote a safe and healthy workplace. In partnership with City departments, we support safety training, hazard reporting, and employee engagement in safety initiatives. We manage the City’s Injury and Illness Prevention Program (IIPP), Emergency Action Plans (EAPs), and Workplace Violence Prevention Plan (WVPP) to ensure regulatory compliance and a culture of safety.
Compliance
We maintain systems to ensure the City meets all employment‑related compliance requirements, including licenses, certifications, and mandatory training. HR conducts timely, neutral, and thorough fact‑finding investigations to support fairness and accountability.
Human Resources Support to the South San Joaquin County Fire Authority
The City of Tracy’s Human Resources Department provides contracted HR services to the South San Joaquin County Fire Authority, delivering consistent, high‑quality support in areas such as recruitment, labor relations, benefits administration, and compliance.
