The City of Tracy’s General Plan is a state mandated policy document that establishes a vision for the City’s future. This comprehensive land use and development document provides a framework for decisions about how Tracy grows and provides public services, while protecting and enhancing the community. The General Plan is organized into ten chapters, called Elements, each focused on a specific topic area. The Housing Element is published separately from the main General Plan document.
The current General Plan was last updated in 2011. State law requires cities to periodically review and update their General Plans to ensure they reflect current needs and priorities.

Zoning Ordinance
The Zoning Ordinance is Title 10 of the Tracy Municipal Code. This document guides current development of the City through standards and regulations relating to allowable land uses, conditionally allowable land uses, height, setbacks, parking, signage, etc. The Zoning Code also contains the permit and process requirements for current development.
