WHATS BEING PLANNED?

In coordination with the California Department of Transportation, the City of Tracy proposes to improve the Interstate 580 (I-580)/Corral Hollow Road Interchange to enhance local and regional circulation, support the efficient movement of goods, and reduce existing and future congestion. A Diverging Diamond Interchange (DDI) is the Build Alternative. Corral Hollow Road would be widened to four lanes from two lanes and the on and off-ramps would be widened to three lanes from the current single lane. Bike lanes and sidewalks are also built through the interchange.

WHY THIS PUBLIC NOTICE?

Caltrans and City of Tracy have studied the effects this project may have on the environment, and our studies show that it will not significantly affect the quality of the environment. This notice is to inform the public that the Initial Study with Proposed Negative Declaration has been prepared and is available for review and comment. Project-level conformity analysis shows that the project will conform to the State Implementation Plan, including localized impact analysis with interagency consultation for particulate matter (PM10 and PM2.5) required by 40 CFR 93.116 and 93.123. This project is not considered a Project of Concern regarding particulate matter (PM10 and PM2.5) as defined in 40 CFR 93.123(b)(1). A detailed PM10 and PM2.5 hot-spot analysis was not completed because Clean Air Act and 40 CFR 93.116 requirements are met without an explicit hot-spot analysis. The project comes from a conforming Regional Transportation Plan (RTP) and Transportation Improvement Program (TIP). Comment is requested regarding the project-level conformity analysis.

A meeting will be held to give you an opportunity to talk about certain design features of the project with Caltrans and City of Tracy staff before the final design is selected. The tentative schedule for the purchase of land for right of way and construction will be discussed.

The date Caltrans will begin accepting comments is July 6, 2026. If there are no major comments, City of Tracy will proceed with the project’s design.
