REQUEST FOR QUALIFICATIONS/PRE-QUALIFICATIONS FOR CITYWIDE DESIGN-BUILD ENERGY UPGRADE SERVICES PROJECT
The City of Tracy requests Qualifications/Pre-qualification for Citywide Design-Build Energy Upgrade Services Project.
Proposals must be submitted electronically via Planet Bids, no later than 5:00 P.M. (PST), on Friday, May 15, 2026
Proposal shall be submitted electronically via “Planet Bids." Proposals received after the deadline will not be accepted.
Hard copy submissions and/or faxed copies will not be accepted.
REQUEST FOR QUALIFICATIONS/PRE-QUALIFICATION FOR CITYWIDE DESIGN-BUILD ENERGY UPGRADE SERVICES PROJECT
No proposal will be accepted unless it is submitted on approved forms (see Exhibits).
This RFQ process is to pre-qualify General Contractors to be eligible to participate in the City of Tracy Citywide Design-Build Energy Services project, which will be advertised for public bids to the pre-qualified contractors in May to June 2026.
In the opinion of the City of Tracy, this RFQ is complete and without the need for explanation. If you have questions, or should you need any clarifying information, please use the Q&A feature that is found within Planet Bids, where the RFQ is posted.
The Proposers can submit questions for clarification via Planet Bids until 5:00 PM on May 8, 2026. Questions will not be responded to verbally or through emails.
Please note that no information given will be binding upon the City unless such information is issued in writing as an official addendum to this RFQ.
All Proposers must complete a "Vendor Information Sheet" on PlanetBids to be entered in the City of Tracy Vendor Database, which is required to submit a proposal. Proposers will be notified by the City of any addenda that may be issued to this Request for Proposal (RFQ). Vendors must register in the City's Vendor Database to be notified of such addenda.
To register, go to: PlanetBids Vendor Portal and follow the instructions applicable to Proposer. Following submission, Proposer will receive a confirmation message within 24 hours from the City. Proposers are solely responsible for maintaining up-to-date and accurate information in the Vendor Database.
Proposals shall be submitted electronically via PlanetBids. Proposals shall not be mailed, e-mailed, or faxed to the City. Proposals not received by the date and time specified in this RFQ will be rejected.
Documents submitted in response to this RFQ will become the property of the City of Tracy and will be regarded as a public record under California Public Records Act under Government Code 6250 et seq., and subject to review or release to the public, excluding financial records marked "confidential" which shall be available for the Proposer to pick up following a review and selection of the firm(s).

All proposals are to be compared on the basis of meeting all necessary specifications. No Proposer may withdraw his/her bid for a period of 30 days after the proposal submittal date. The City reserves the right to reject any and all proposals or to waive any irregularities or informalities in any proposal.
