The low-barrier temporary emergency housing facility project is located on 4.8 acres at 370 W. Arbor Avenue in Tracy California. The project will contain a 151-bed capacity at full build-out and provide access to onsite case management services, restroom and shower facilities, as well as laundry and storage access. Case management services are tailored to individual clients and include connecting those experiencing homelessness with behavioral health services, vital document preparation for housing, medical resources, employment assistance, and additional individualized client resources. The shelter has been open and serving clients since November 2022 and has successfully served over 200 individuals, many into other positive housing destinations.
The current active construction project (Phase II: Site Improvements) began in November 2024 and is planned to be complete by the end of 2025. Multiple contractors have been working at an active shelter environment, and all have been respectful of ongoing shelter operations. During this time, the City of Tracy has continued to coordinate with the active construction projects and concurrent shelter operations. Permanent electrical power and lift station projects began prior to the main construction project with separate individual contractors but are considered part of the Site Improvements phase.

Project Completion
The project has been completed as part of four phases.
Groundbreaking ceremony was June 7th, 2022.
Phase 1: Site Preparation (Completed October 2022)
Site Preparation included changes to the existing site to prepare the site to house the temporary emergency housing facility project. Work included demolition of existing onsite structures, significant earthwork and placement of major underground utilities. Site Preparation set the stage for the subsequent Phase II: Site Improvements construction package which incorporates the majority of the overall project's construction.
Phase II: Site Improvements - Congregate Housing and Administrative Offices (Under Construction)
Site Improvements contain much of the project construction and is the last phase to be completed, with an estimated completion date of December 2025. The Site Improvements phase provides a Sprung Structure with a custom interior floor plan layout that allows for three separate congregate dormitories and a day room space. The dormitories can accommodate beds for up to 70 persons. Also included as part of this project phase are restroom and shower facilities and a laundry room facility. These additional facilities will be located adjacent to the Sprung Structure as part of a modular restroom and shower complex. Finally, a modular commercial kitchen facility will allow for onsite preparation of meals to be served at the Sprung Structure's Day room. The Site Improvements phase also includes an asphalt roadway for site vehicular circulation and fire department access, concrete sidewalk surfaces, permeable paver plazas, sight lighting, exterior amenities, cameras, fencing and automatic entry gates. The City is currently working with the design team on final determinations for a modular administration building to be located adjacent to the Sprung Structure and modular commercial kitchen. Other projects completed as part of Site Improvements include smaller separate projects for permanent electrical power and an onsite sanitary sewer lift station.
Phase III: Expansion with Individual Modular Units (Completed November 2022)
The Expansion with Individual Modular Units phase was completed prior to Site Improvements as the need for an operable shelter was required to be met prior to completion of the main construction project. A total of five modular structures were relocated to the site, four of which are dormitories and one of which is an administration structure currently housing shelter operations. These facilities housed the original Temporary Emergency Housing residents and continue to be a fully operational part of the shelter. The Modular Units will remain after completion of Site Improvements and maintain the capacity to house 48 individuals.
Phase IV: Custom Container Dormitories (Completed December 2023)
The Custom Container Dormitories phase built upon the Modular Units to provide additional bed space prior to completion of the main construction project. This phase includes eight custom container dormitory units each housing a maximum of five individual sleeping rooms. In addition, additional restroom and shower spaces are being constructed as part of Site Improvements which will replace current temporary restrooms and showers and will act as permanent restroom and shower facilities to serve these dormitories.
This project is consistent with the City Council's adopted Quality of Life Strategy to continue the implementation of the Homelessness Strategic Plan(PDF, 201KB) and achieve the goal of completing the final site design.
