NATIONAL POLLUTANT DISCHARGE ELIMINATION
SYSTEM (NPDES) wASTE DISCHARGE PERMIT

NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "City") requests proposals for REPORT OF WASTE DISCHARGE AND RENEWAL APPLICATION FOR THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) wASTE DISCHARGE PERMIT CA 0079154 ORDER R5-2022-0073 (hereinafter “Project”) and will receive via Planet Bids no later than June 29, 2026, up to the hour of 5:00 PM (Pacific Standard Time).
- The services to be performed by the successful proposer(s) are described in the Request for Proposals. Proposers can submit questions for clarification via the Q&A feature on Planet Bids until 5:00 PM on June 11, 2026. Questions will not be responded to verbally or through emails.
- All responsive submittals shall be reviewed and evaluated by the City in order to determine which proposer best meets the City’s needs by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the City shall evaluate submittals are set forth in this RFP.
- The City reserves the right to reject any and all submittals or waive any irregularities in any submittal, this RFP, or the submittal process.
- All Proposers must complete a "Vendor Information Sheet" on PlanetBids to be entered in the City of Tracy Vendor Database, which is required to submit a proposal. Proposers will be notified by the City of any addenda that may be issued to this Request for Proposal (RFP). Vendors must register in the City's Vendor Database to be notified of such addenda.
- To register, go to: PlanetBids Vendor Portal and follow the instructions applicable to Proposer. Following submission, Proposer will receive a confirmation message within 24 hours from the City. Proposers are solely responsible for maintaining up-to-date and accurate information in the Vendor Database.
- Proposals shall be submitted electronically via PlanetBids. Proposals shall not be mailed, e-mailed, or faxed to the City. Proposals not received by the date and time specified in this RFP will be rejected.
