NOTICE INVITING BIDS

FOR

CITY OF TRACY

MODICON PROGRAMMABLE LOGIC CONTROLLER REPLACEMENT

AND PROGRAMMING SERVICES AT THE WASTEWATER TREATMENT PLANT

NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "City") requests bid proposals for MODICON PROGRAMMABLE LOGIC CONTROLLERS REPLACEMENT AND PROGRAMMING SERVICES AT THE WASTEWATER TREATMENT PLANT and will receive proposals in the office of:

up TO 1:00 p.m. (Pacific Standard Time), May 13, 2026

 

1. The services to be performed by the successful Bidder are fully described in this Notice Inviting Bids (NIB). Additional copies of the NIB are available from the city website: RFP Notices | City of Tracy, CA. The general scope of work includes providing all labor, equipment, materials, and programming expertise necessary for the removal, installation, integration, testing, documentation, and training required to complete the project. The existing Programmable Logic Controllers (PLCs) are Modicon PLC systems, and the City is transitioning to Schneider Electric M340 or M580 PLC platforms.

2. Any changes to the NIB will be posted on the City’s website in the form of addendum. Bidders shall periodically check City’s website at RFP Notices | City of Tracy, CA for any addenda issued for this request and acknowledge the inclusion in bid documents.

3. Two (2) copies and one USB drive of the bid proposal must be submitted and be clearly marked as follows:

SEALED BID PROPOSAL FOR MODICON PROGRAMMABLE LOGIC CONTROLLERS REPLACEMENT AND PROGRAMMING SERVICES AT THE WASTEWATER TREATMENT PLANT- DO NOT OPEN WITH REGULAR MAIL.”

4. The work contemplated by this NIB is a public work subject to prevailing wages under California Labor Code Section 1770 et. seq.  The successful Contractor(s) will be required to pay not less than the prevailing rate of per diem wages as determined by the California Department of Industrial Relations in effect on the date the work is performed.

5. All Bidders must provide a bid security in the amount of ten percent (10%) of the bid price.

6. All responsive bid packages shall be reviewed and evaluated by the CITY to determine which Bidder best meets the CITY’s needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate bids are set forth in the Instructions to Bidders.


The City reserves the right to award the bid to a Bidder other than the lowest Bidder if it is deemed to be in the best interest of the City. The City also reserves the right to reduce the scope of work at any time and to reject any and all bids or waive any irregularities in any bid process.
