FOR

CITY OF TRACY

LOADING, HAULING, AND PROPER DISPOSAL OF SLUDGE

AT THE JOHN JONES WATER TREATMENT PLANT 2026-2029

NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "City") requests bid proposals for LOADING, HAULING, AND PROPER DISPOSAL OF SLUDGE AT THE JOHN JONES WATER TREATMENT PLANT 2026-2029 and will receive bid proposals via PlanetBids no later than August 12, 2026, up to the hour of 1:00 P.M. (Pacific Standard Time).  

  1. The services to be performed by the successful Bidder are fully described in this Notice Inviting Bids (NIB). Bidder can submit questions for clarification via the Q&A feature on PlanetBids until 1:00 P.M. on August 3, 2026. Questions will not be responded to verbally or through emails.

     

  2. All responsive submittals shall be reviewed and evaluated by the City in order to determine which Bidder best meets the City’s needs by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the City shall evaluate submittals are set forth in this NIB.

     

  3. Prevailing Wage Requirements. This Project is subject to the prevailing wage requirements, available at City Engineer’s office or online at https://www.dir.ca.gov/ applicable to the locality in which the Work is to be performed.
  4. The successful bidder shall submit the original Bid Security, in an amount equivalent to ten percent (10%) of the Total Bid Price, upon receipt of the Notice of Award.

     

  5. The City reserves the right to award the bid to a Bidder other than the lowest Bidder if it is deemed to be in the best interest of the City. The City also reserves the right to reduce the scope of work at any time and to reject any and all bids or waive any irregularities in any bid process. 

     

  6. All Bidders must complete a “Vendor Information Sheet” on PlanetBids to be entered in the City of Tracy Vendor Database, which required to submit a bid proposal. Bidders will be notified by the City of any addenda that may be issued to this Notice of Inviting Bids (NIB). Vendors must register in the City’s Vendor Database to be notified of such addenda.

     

  7. To register, to go PlanetBids Vendor Portal and follow the instructions applicable to Bidder. Following submission, Bidder will receive a confirmation message within 24 hours from the City. Bidders are solely responsible for maintaining up-to-date and accurate information in the Vendor Database.

     

  8. Bid proposals shall be submitted electronically via PlanetBids. Bid proposals shall not be mailed, e-mailed, or faxed to the City. Bid proposals not received by the date and time specified in this NIB will be rejected.
