AIRPORT OPERATION AND MANAGEMENT SERVICES FOR
CITY OF TRACY MUNICIPAL AIRPORT

The purpose of the Request for Proposal (RFP) is to solicit proposals to establish a General Service Agreement (GSA) contract through competitive negotiations for the performance of services required to manage, operate, and maintain the City of Tracy Municipal Airport (AIRPORT).
In the opinion of the City of Tracy, this RFP is complete and without the need for explanation. If you have questions, or should you need any clarifying information, please use the Q&A feature that is found within Planet Bids, where the RFP is posted.
The Proposers can submit questions for clarification via Planet Bids Q&A Forum until 5:00 PM on May 8, 2026. Questions will be responded to via PlanetBids.
Please note that no information given will be binding upon the City unless such information is issued in writing as an official addendum to this RFP.
Proposal shall be submitted electronically via “PlanetBids." Proposals received after the deadline will not be accepted. Hard copy, e-mailed, and/or faxed submissions or copies will not be accepted.
All Proposers must complete a "Vendor Information Sheet" on PlanetBids to be entered in the City of Tracy Vendor Database, which is required to submit a proposal. Proposers will be notified by the City of any addenda that may be issued to this Request for Proposal (RFP). Vendors must register in the City's Vendor Database to be notified of such addenda.
To register, go to: PlanetBids Vendor Portal and follow the instructions applicable to Proposer. Following submission, Proposer will receive a confirmation message within 24 hours from the City. Proposers are solely responsible for maintaining up-to-date and accurate information in the Vendor Database.
