Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) Application Opens
Tracy, Calif. – On December 15, 2025 the City of Tracy’s CDBG and HOME application will become available on the City of Tracy’s Economic Development’s website thinkinsidethetriangle.com. This funding can be accessed by government agencies and non-profit organizations for projects taking place beginning on July 1, 2026. Applications will be accepted through January 22, 2025.
It is estimated that CDBG allocation for FY 2026-2027 is approximately $520,570. Funding for public service activities is capped at 15% of the City’s annual allocation. Funding for the HOME program is estimated to be $137,920.
The amounts available under this press release are contingent upon the final allocation of funds provided by the U.S. Department of Housing and Urban Development (HUD) to the County of San Joaquin. It is important to note that if HUD's awarded amount falls short of the estimated funding, the maximum award amounts specified in this document may be subject to revision. Therefore, applicants should remain aware that fluctuations in HUD's allocation could impact the funding levels and awards available through this program.
The funds, granted through HUD, target programs and/or projects that primarily benefit people with low and moderate incomes by providing decent housing, a suitable living environment and expanding economic opportunities.
All programs and projects must meet HUD's National objectives and criteria to be eligible for consideration. Further, the Tracy City Council approved the following local funding priorities for the CDBG and HOME program in ranking order for each funding program category:
CDBG Public Services Category:
- Food Distribution Services
- Homelessness Prevention, Intervention and Transitional Housing Services
- Youth Education and Enrichment Services
- Senior and Special Needs Services
- Economic Development – Workforce Training Programs/Technical Business Assistance and Training
- Domestic Violence Services
- Economic Development – Support and Expansion of Micro-Businesses (less than 5 employees)
CDBG Public Facilities/Improvements Category:
- Public Parks and Facilities, e.g., community centers, libraries, parks, etc.
- Local Infrastructure Improvements, e.g., streets, sidewalks, water/sewer, etc.
- Handicap Accessibility Improvements (ADA)
HOME Program:
- Homeless Shelters Accessibility Improvements Affordable Housing Traditional Housing
- Homeownership Assistance
- Owner Occupied Housing Rehabilitation
- Rental Housing Rehabilitation
- Senior Housing
- Housing for Disabled Individuals
- Fair Housing Services
- Housing for Larger Families
