Notice Inviting Bid
1. Bid Acceptance and Opening. The City of Tracy (“City”) will accept sealed bids for its CIP 77586, Temporary Transit Bus Parking & Storage Yard (“Project”), by or before Wednesday, October 21, 2026, at 3:00 p.m., at the City Clerk’s Office, 2nd Floor, 333 Civic Center Plaza, Tracy, California, 95376. Bids will be publicly opened immediately thereafter.
2. Location and Description. The Temporary Transit Bus Parking and Storage Yard Project is located at 6649 S. Tracy Boulevard, Tracy, CA 95377, adjacent to the City of Tracy Water Treatment Plant. The project scope includes site preparation and grading; construction of a vegetated swale for stormwater treatment; installation and striping of bus parking stalls; installation of solar-powered parking lot lighting; and placement of a shipping container to support storage and operational needs.
3. Time for Completion. The planned timeframe for the work will be determined following bid opening and contractor selection, as the grading activities are dependent on rainfall and other weather conditions. To provide schedule clarity, the project is anticipated to be completed in early spring. The contract duration shall be sixty (60) calendar days, commencing upon issuance of the formal Notice to Proceed.
4. License. This Project requires a valid California contractor’s license for the following classification(s): Class A, General Engineering Contractor’s License.
5. DIR Registration. Contractor must submit proof of DIR Registration with a Bid Proposal.
6. Contract Documents. Bids are required for the entire project work and shall be made upon the Bid Forms in accordance with the Instructions to Bidders. 7. Prevailing Wage Requirements. This Project is subject to the prevailing wage requirements, available at City Engineer’s office or online at https://www.dir.ca.gov/public-works/prevailing-wage.html, applicable to the locality in which the Work is to be performed. The Contractor is hereby made aware that information regarding prevailing wage rates may be obtained from the State Department of Industrial Relations and/or the following website address: https://www.dir.ca.gov/oprl/DPreWageDetermination.htm
8. Bonds. The successful bidder must provide performance and payment bonds, each for 100% of the maximum Contract Price, and a warranty bond for 10% of the maximum Contract Price.
9. Substitution of Securities. Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code section 22300.
10. Subcontractor List. A completed Subcontractor List form must be submitted with the Bid Proposal in accordance with the Instructions to Bidders.
