Membership Qualifications and Residency Requirements

Five members appointed by City Council. Committee Members must be residents of the City of Tracy who meet the residency requirement as outlined in Resolution 2021-200(PDF, 681KB) – Adopting a Council policy establishing a selection process for appointments to City Advisory Bodies and repealing Resolution No. 2021- 131. Members will not be current City of Tracy employees, officials, contractors or vendors of the City. Past employees officials or vendors may be eligible to serve on the Committee, provided that no conflicts of interest exist.

Term

The Measure V Residents’ Oversight Committee commences on March 1, 2017. Of the five members of the Committee first appointed, three shall serve a three year term and two shall serve a two year term. Subsequent appointments to the Oversight Committee shall be until the reporting period for the last one-half cent sales tax collected pursuant to Measure E. No member of the committee shall serve more than two consecutive terms.

Compensation

The Measure V Residents’ Oversight Committee Member position is a volunteer, non-paid position.

Duties

The Measure V Residents’ Oversight Committee’s roles and responsibilities will include the following:

• To serve in an advisory-only capacity to the City Council;
• To provide oversight of the revenues and expenses pertaining to the portion of the sales tax generated by Measure V;
• To review the annual independent financial audit of the City performed by an independent auditor on sections pertaining to the revenue and expenses related to the portion of the sales tax generated by Measure V;
• To review other City financial reports pertaining to the revenue generated by and expenses related to the portion of the sales tax generated by Measure V revenue and expenses;
• Providing Council with an annual written report;
• Additional reports to Council can be provided to Council at the committee and/or Council's discretion (all reports must be in writing and agendized pursuant to the Brown Act)

The Measure V Residents’ Oversight Committee roles and responsibilities will not include the following:

• Oversight on Enterprise and other funds generated independent of Measure V;
• Decision-making on spending priorities;
• Reviewing Enterprise and, except to the extent necessary for the General Fund, other funds generated independently of Measure V.

Meeting Date and Location

The Measure V Residents’ Oversight Committee shall meet a minimum of four times a year, on a quarterly basis on the 3rd Monday in January, April, July, and October at 5:30 p.m. at City Hall Room 203. Additional meetings may be scheduled by the Committee at its discretion.

Vacancies 

The City Clerks Office has opened a recruitment for the Measure V Residents' Oversight Committee. We are recruiting for Three (3) – Term Expirations (two – 3-year term will begin upon Council appointment and end on February 28, 2029, and one – 2-year term that will begin upon appointment and end on February 28, 2028). This recruitment will close on Friday 27, 2026 at 5:00 p.m.
