Traffic Engineering Professional Services during the Construction Phase for HSIP Cycle 11 – City Wide Safety Improvement Project

NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests proposals for the Traffic Engineering Professional Services during the Construction Phase for the Highway Safety Improvement Project (HSIP) Cycle 11 – City Wide Safety Improvement Project, CIP 73203 / Project No. HSIPSL-5192(059) (hereinafter "Project") (from JULY 17, 2026, thru August 11, 2026) and will receive proposals in the office of the City Engineer addressed to:

The services to be performed by the successful PROPOSER(s) are described in the Request for Proposals (which is attached). Additional Copies of the Request for Proposals are available from the CITY'S website: www.cityoftracy.org. Any changes to the RFP will be posted on the CITY website in the form of an addendum. PROPOSER shall periodically check the CITY website at www.cityoftracy.org for any addenda issued for this request and acknowledge the inclusion in the proposal documents.

Proposals shall be submitted and clearly marked as follows:
"SEALED PROPOSAL FOR TRAFFIC ENGINEERING PROFESSIONAL SERVICES DURING THE CONSTRUCTION PHASE FOR THE CITY WIDE SAFETY IMPROVEMENT PROJECT, CIP 73203 / PROJECT NO. HSIPSL-5192(059) (FROM JULY 17, 2026, thru august 11, 2026) – DO NOT OPEN WITH REGULAR MAIL."
A cost proposal must be submitted in a separate sealed envelope with a cover letter and shall not be included in the proposal package.
Five (5) hard copies and one (1) electronic copy (Flash Drive is the preferred method; emails will not be accepted) of the proposal are required. The electronic copy does not replace the requirement for a hard copy submittal. Only hard copy submittals received by the CITY of Tracy, Office of the City Engineer, by the deadline will be reviewed.

All responsive proposals shall be reviewed and evaluated by the CITY in order to determine which PROPOSER best meets the CITY's needs by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate Proposals are set forth in the Request for Proposals.

The CITY reserves the right to reject any and all Proposals or waive any irregularities in any Proposal, this Request for Proposals, or the proposal process.
The CITY, through this RFP, intends to select the most qualified consultant (PROPOSER) to provide Traffic Engineering Professional Services during the Construction Phase for HSIP Cycle 11 – City Wide Safety Improvement Project CIP 73203 / Project No. HSIPSL-5192(059), in accordance with the Caltrans Local Assistance Procedure Manual (LAPM), chapter 10. A Professional Services Agreement (PSA) (see Attachment A) will be executed between the CITY and the selected PROPOSER. The selected PROPOSER should acknowledge and comply with all the requirements of the City of Tracy's PSA. Should the CITY fail to successfully negotiate an acceptable, fair, and reasonable services fee for this project with the selected PROPOSER, the CITY reserves the right to seek and retain said services through other means or other PROPOSER(s).
