Strategic Priorities

On June 8, 2025 City Council adopted the 2025-2027 Strategic Priorities. The Strategic Priorities outline the City Council’s long-term goals and immediate focus areas for the next 12 to 24 months. These short-term priorities include both new and ongoing projects, and other important initiatives identified by staff.

The five strategic priorities outlined below reflect the community’s desire to have a fiscally responsible and efficiently-operated City organization that in turn, promotes an outstanding quality of life. Additionally, a number of economic development efforts have been the focus of several years, with job creation being at the forefront. This continues to be a priority for the City, including ensuring a positive working relationship with the business community so that the City’s business attraction efforts results in bringing in targeted industries and retailers. As with any City, having a safe community is very important to its residents and public safety continues to be at the forefront.

Public Safety

  1. Support Construction of Public Safety Facilities (Police, Fire, Animal Shelter, Hospital)
  2. Implement Tracy Police Department’s Strategic Plan
  3. Develop Emergency Communication Strategies
  4. Invest in Technology and Infrastructure that Enhances Public Safety
  5. Enhance Community Outreach and Engagement

Government Accountability

  1. Update the City of Tracy’s General Plan
  2. Maintain Fiscal Responsibility
  3. Enhance Civic and Workplace Culture at City Hall
  4. Develop Platforms for Public Transparency

Local Economy

Goals

  1. Implement Tracy’s Economic Development Strategic Plan
  2. Support Economic Programs that Prioritize Tracy Youth
  3. Enhance City’s Reputation as a Business-Friendly City
  4. Advance Downtown Tracy Vision Plan
  5. Address Vacant Properties in the City

Infrastructure

  1. Enhance the City’s Roadways and Sidewalks
  2. Enhance the City’s Parks and Public Spaces
  3. Develop Funding Strategies for Amenities, Infrastructure, and Utilities
  4. Support Regional Transit Systems and Infrastructure

Quality of Life
