NOTICE OF REQUEST FOR QUALIFICATIONS (RFQ) FOR THE NEW POLICE SUBSTATION PROJECT, CIP No. 71139
NOTICE IS HEREBY GIVEN that the CITY OF TRACY (hereinafter "CITY") requests statement of qualifications (SOQ) for the New Police Substation Project, CIP 71139 (hereinafter "Project"),
UP TO THE HOUR OF 3:00 P.M., ON THURSDAY, AUGUST 13, 2026.
The statement of qualifications to be performed by the successful PROPOSER (s) are described in the Request for Qualifications (RFQ). Any questions should be directed to Bernardo Bustamante, P.E., Senior Civil Engineer in the Engineering Division, through Planetbids ONLY.
Pre-qualification Documents for the Design-Build Police Substation Project are available to interested DBEs. To register, go to: PlanetBids Vendor Portal and follow the instructions applicable to Proposer.
Following submission, Proposer will receive a confirmation message within 24 hours from the City. Proposers are solely responsible for maintaining up-to-date and accurate information in the Vendor Database.
DBE questions for clarification or interpretation regarding the Pre-Qualification Documents for this project shall be submitted in writing via PlanetBids, no later than Thursday, August 6, 2026, by 3:00 p.m. If clarification from the contractor regarding questions related to this RFQ is deemed necessary by the City, a written addendum shall be issued. Any interpretation of, or correction to, this RFQ will be made only by an addendum. It is the DBE’s responsibility to ensure the DBE has reviewed any and all addenda to this RFQ. City will not be responsible for any other explanations, corrections to, or interpretations of the documents, including any oral information.
DBEs desiring to respond to this RFQ shall submit all completed documents via PlanetBids at PlanetBids Vendor Portal named “RFQ #07-18-26, City of Tracy, Design-Build New Police Substation, Due Date: August 13, 2026, by 3:00 p.m.
All written information shall be submitted in an 8½ x 11 format, electronically via PlanetBids as noted above. City will NOT accept submittals by mail, email, or fax. A single zip file is required for the required documentation.

All responsive proposals will be reviewed and evaluated by the CITY in order to determine which PROPOSER best meets the CITY's needs for this Project by demonstrating the competence and professional qualifications necessary for the satisfactory performance of the required services. The criteria by which the CITY shall evaluate proposals are set forth in this RFQ.
The CITY reserves the right to reject any and all proposals or waive any irregularities in any proposal or in the proposal review and selection process.
