Notice Inviting Bids

 

1.       Bid Acceptance and Opening.  The City of Tracy (“City”), will accept sealed bids for its HSIP Cycle 11 – City Wide Safety Improvement Project CIP 73203 / Project No. HSIPSL-5192(059) (“Project”), by or before Wednesday, August 26, 2026, at 2:00 p.m., at the City Clerk’s Office, 2nd Floor, 333 Civic Center Plaza, Tracy, California, 95376. Bids will be publicly opened immediately thereafter.

 2.      Location and Description.  The Project will install a combination of engineering safety countermeasures and upgrade the existing traffic signal system throughout the City. The project scope includes installation of back-plates with retroreflective borders, upgrade signal lenses and head, replacement of controllers and battery backup system.

3.       Time for Completion.  Contract time to be one hundred twenty (120) calendar days.

4.       License. This Project requires a valid California contractor’s license for the following classification(s): Class A, General Engineering Contractor’s and C-10 Electrical Contractor.

5.       DIR Registration.  Contractor must submit proof of DIR Registration with Bid Proposal.

6.       Contract Documents. Bids are required for the entire project work and shall be made upon the Bid Forms in accordance with the Instructions to Bidders.

7.        Prevailing Wage Requirements. This Project is subject to the prevailing wage requirements, available at City Engineer’s office or online at http://www.dir.ca.gov/DLSR, applicable to the locality in which the Work is to be performed. 

8.       Bonds.  The successful bidder will be required to provide performance and payment bonds, each for 100% of the maximum Contract Price, and a warranty bond for 10% of the maximum Contract Price.

9.       Substitution of Securities.  Substitution of appropriate securities in lieu of retention amounts from progress payments is permitted under Public Contract Code section 22300.

10.      Subcontractor List. A completed Subcontractor List form must be submitted with the Bid Proposal in accordance with the Instructions to Bidders.
