Capital Improvement (Design)
The Capital Improvement (Design) Division of Engineering is responsible for the planning and design of all City of Tracy capital improvement projects. Capital improvement projects include such things as the construction, repair and improvements of public streets, utility pipelines (water, sewer and storm drain lines), pump stations, bridges, bike paths, public buildings and public parks. Staff in this Division coordinates land acquisition activities necessary to facilitate capital improvement projects and the preparation of assessments maps.
Construction Management
The Construction Management Division of Engineering inspects public works projects, private development projects, and encroachment permits during construction to ensure that the approved plans and specifications are followed.
Examples of public works projects include construction, repair, and improvements to public streets, utility pipelines (water, sewer, and storm drain lines), pump stations, bridges, bike paths, public buildings, and public parks.
Private development projects include the construction of public infrastructure needed to facilitate commercial, residential, and industrial growth. This Division also works closely with outside utility companies that use the public right of way for routing their facilities, providing inspections of encroachment permits to ensure that all work is in compliance with the City of Tracy standards.
Traffic Safety
The Traffic Safety Section of the Engineering Division is responsible for improving the traffic flow and roadway safety of the City of Tracy. The key responsibilities include:
- Plan the City’s roadway network according to the City’s Transportation Master Plan.
- Plan and implement the City’s traffic signal system, pedestrian access routes, and bike lanes.
- Implement the Citywide Pavement Rehabilitation Program.
- Study the impacts of Development Projects on the roadway network and ascertain the necessary traffic mitigation measures.
- Conduct annual speed surveys and establish special speed zones.
- Coordinate the traffic investigations for signs, markings, traffic control devices, neighborhood traffic calming, and parking issues.
The Section coordinates its efforts with the Regional Metropolitan Planning Organization (MPO) - San Joaquin Association of Governments (SJCOG), and the State Transportation Agency - California Department of Transportation (Caltrans).

Notice of Public Hearing
The City of Tracy City Council will conduct a Public Hearing on Tuesday, October 7, 2025 at 7:00 p.m., or as soon thereafter as possible, in the Tracy Council Chambers, located on the first floor of City Hall, 333 Civic Center Plaza, to consider:
Approving the temporary road closure of International Parkway over the Delta Mendota Canal from Promontory Parkway south to Berkeley Road for a period of up to (11) months within the City limits to support the Construction of the International Bridge Reconstruction at the Delta Mendota Canal under City Capital Improvement Project No. 73148 to enhance public safety and significantly enhance construction efficiency.
For the primary purpose of enhancing public safety, the Engineering Division of the Public Works Department is requesting the City Council to authorize the Temporary Closure of International Parkway, within the International Park of Commerce for the demolition, reconstruction and expansion of the existing two-lane bridge crossing the Delta-Mendota Canal. The new bridge will consist of two structures and will have four lanes, a Class I bike lane, and raised sidewalk. The period of closure will be from October 2025 to August 2026; estimated completion based on the City Council action for closure during construction.
A comprehensive Traffic Study by Kimley-Horn and Associates has been prepared to address the anticipated impacts of the planned 10 to 11 month construction period, subject to weather conditions. The summary of such findings notes significant enhancements to public safety through re-routing traffic away from active bridge construction, transient impacts to traffic (estimated one to two weeks for adjustment), and significant enhancements to construction efficiency, in the magnitude of 50%. The recommended points of closure of International Parkway would be from;
North – Promontory Parkway
South – Berkeley Road (local traffic South of Canal only)
The Detours would be from: Promontory Parkway four lane arterial east to Hansen Road, south on Hansen Road (four lane arterial) and a secondary connection Hopkins Road (2-wide lanes), Hansen Road south (four lane arterial) to West Schulte Road, West Schulte Road to International Parkway - all within the International Park of Commerce.
The replacement and expansion of the International Parkway Bridge is funded in part by a Federal Economic Development Administration Grant Award $8,350,057 (46.8%) and Local Share – Prologis Inc. $9,489,897 (53.2%) for an estimated total cost of $17,839,954. Prologis Inc., by Council accepted agreement, assumes any unanticipated project costs. The procedure for the City of Tracy's proposed Temporary Closure of International Parkway during the bridge replacement and expansion is consistent with the Economic Development Administration Grant Award's required conditions.
