TRACY, CA – The Tracy City Council voted unanimously on Tuesday, June 3, to appoint David Nefouse as the new City Attorney. Mr. Nefouse, who currently serves as the City Attorney for the City of Manteca, will officially begin his role with the City of Tracy on July 14, 2025.
The selection follows a comprehensive recruitment process led by an executive search firm and managed by Tracy’s Human Resources Director, Kimberly Murdaugh. After a competitive search, Mr. Nefouse emerged as the top candidate for the position.

He brings nearly 20 years of experience in public sector legal work and private litigation. He has held roles such as Deputy County Counsel for Alameda County, Assistant County Counsel for Santa Cruz County, and Senior Litigation Associate for Wilson Sonsini Goodrich & Rosati in Palo Alto. Since 2021, he has served as the first in-house City Attorney for Manteca.
In his new role, he will serve as chief legal advisor to the City Council, provide counsel on legal matters related to city operations, and ensure local ordinances are consistent with state and federal laws.
