City Departments

Residential Utilities

The Finance Department sends bills to City residents and businesses each month for water, sewer, garbage (solid waste) and storm drain services. About 25,000 bills are prepared each month. The City operates its own water and wastewater (sewer) plants as well as maintains a storm drain system. Garbage, recycling and yard waste service is provided by a private firm but the charge is combined on the City’s bill.

To sign-up for utility services, close a utility account, or authorize automatic payments, please see “Resources” to the right for the required forms.

Beginning on January 15, 2018, City of Tracy utility customers who prefer paying their utility bill by mail will be required to forward their payments to the City’s depository bank, Wells Fargo, at the following address:
PO BOX 398884
SAN FRANCISCO, CA 94139-8884
Customers should be aware that that if a payment is sent to the prior remittance address, the payment will be forwarded to the above address which may result in a processing delay.
There are several bill payment options available to Tracy utility customers, including: automatic payments, online payments, pay by phone, in person at Tracy City Hall, and 7-Eleven cash payments.
To assist you with any of these services, the Finance counter is open Monday – Thursday, 8:00 a.m. to 6:00 p.m. and Friday, 8:00 a.m. to 5:00 p.m. on alternating Fridays, Tracy City Hall, 333 Civic Center Plaza.
