The City of Tracy continues to closely monitor the rapidly evolving COVID-19 situation and work with our local, county, and state partners to remain current on new information as it becomes available.

In order to prevent the transmission of COVID-19 and slow the spread of the virus, PHS continues to recommend that residents stay home as much as possible, avoid unnecessary interactions with people who do not live in your household, practice social distancing (6 feet apart), frequently wash hands, and disinfect items and surfaces. Effective, Friday, March 20, 2020: City Hall will be CLOSED to the public. The following facilities will remain open: Tracy Police Department, South San Joaquin County Fire Authority (Tracy Fire), Tracy Municipal Airport, and the Tracy Transit Center. The City of Tracy has been closely monitoring the emerging, rapidly evolving Coronavirus Disease 2019 (COVID-19) situation and working with our partners at the local, county and state level to remain current on the most up-to-date information and guidance as it becomes available. On Tuesday, March 17, 2020, the Tracy City Council approved a proclamation confirming the existence of a local emergency relating to the novel coronavirus (COVID-19) in the City of Tracy. State of California Stay-at-Home Order 

California Governor Announces Stay-at-Home Order (as of March 19, 2020): The State is ordering Californians to stay home except for Essential Critical Infrastructure Workers defined here. Essential services will remain open, such as: gas stations, pharmacies, grocery stores, convenience stores, food banks, farmers markets, take-out and delivery restaurants, banks, and laundromats. Essential state and local government functions will remain open. This order requires numerous business sectors to close, including: dine-in restaurants, bars, nightclubs, entertainment venues, gyms, convention centers, and public events and gatherings.

In addition, effective Friday, March 20, 2020, City Hall will be closed to the public. The following City facilities will remain open: Tracy Police Department, South San Joaquin County Fire Authority (Tracy Fire), Tracy Municipal Airport, and the Tracy Transit Center.




Governor Gavin Newsom and the California Department of Public Health today released guidance directing counties that have been on the County Monitoring List for three consecutive days or more to close indoor operations for certain sectors which promote the mixing of populations beyond households and make adherence to physical distancing and wearing face coverings difficult. The guidance applies for a minimum of three weeks and is subject to an extension based on epidemiologic indicators. These sectors may modify operations to provide services outside or by pick-up. In addition, all brewpubs, breweries, bars, and pubs in these counties must close immediately, both indoor and outdoor.

How do I report a business that isn’t complying with COVID-19 safety guidelines or the Stay Home Order?

If your complaint or concern is regarding a business that you believe is not operating in compliance with State mandated COVID-19 guidelines, please direct your request to the proper regulatory agency:


·         File a workplace safety complaint through Cal/OSHA

·         Report a CA Labor Law concern or violation

·         Board of Cosmetology (Hair salons or other personal care services) consumer complaint process

·         If you have witnessed improper or illegal behavior by a business that holds an alcoholic beverage license, you may file a complaint with the Department of Alcoholic Beverage Control

·         Report a COVID-19 violation or outbreak

The City of Tracy is confident that through our Economic Development Team’s proactive business outreach and our public education efforts in coordination with local public health officials, our Tracy residents and businesses will continue to help fight the spread of COVID-19 by voluntarily complying with the State’s Public Health orders.  If someone in our community suspects the orders are not being complied with or has a question about them, they are encouraged to visit COVID19.ca.gov, SJReady.org, submit an inquiry via our GoRequest app or call (209) 831-6300.  Inquiries and submissions will be reviewed by City staff to determine the appropriate response. In many cases, educating community members on the best ways to assure their safety and the safety of the community is all that is necessary. If voluntarily compliance is not achieved through these educational measures, then further investigation may be required. It is our hope that by having the public share their concerns directly online, we can help keep our public safety dispatch lines open for emergencies and more efficiently address the concerns of those we serve.

Directive to Shelter in Place

At the Emergency City Council Meeting on Wednesday, March 18, 2020, the Tracy City Council approved a directive pursuant to Chapter 3.24 of the Tracy Municipal Code directing all individuals living in the City of Tracy to shelter at their place of residence, except to provide or receive certain essential services or engage in certain essential activities and work for essential businesses and government services; directing all businesses and governmental agencies to cease non-essential operations at physical locations in the City, prohibiting all non-essential gatherings of any number of individuals. This is a STRONG RECOMMENDATION from City leaders, but is not enforceable.

Eviction Moratoriums

In order to reduce financial and lifestyle impacts on local residents, the San Joaquin County Board of Supervisors adopted an eviction moratorium on March 24, 2020 that suspends the authority of any landlord to commence evictions on any residential or commercial property through May 31, 2020, if the basis of the eviction is non-payment of rent, or a foreclosure, is due to a substantial decrease in household or business income due to COVID-19.

Status of City Facilities, Services, and Programs

City Facility Closures

The following is an updated list of City of Tracy facilities that are closed to the public.  Residents and businesses are encouraged to contact the City via phone, email, or by virtual appointment. 

  • Lolly Hansen Senior Center

  • Stockton-San Joaquin Public Library - Tracy Branch (pick-up only)

All public safety facilities are also open to the public.

Fire Department 

South County Fire has temporarily modified their fire prevention processes within their Community Risk Reduction Division. These temporary measures are an effort to keep customers and staff safe through the practice of social distancing and the reduction of person to person contact. Meetings, Workshops, and Program Cancellations

The following is an updated list of City meeting, workshop, and program cancellations/postponements.  This list is subject to change.

  • March 19 Community Workshop for the Urban Forestry, Parks and Bikeways Master Plans
  • All recreation classes and programs, including afterschool programs
  • Indoor and outdoor events and facility rentals, including City sports fields/sports league play
  • All Senior Center programming and special events, except for the meal programs

City Council meetings are postponed until protocols are in place to ensure appropriate social distancing and virtual participation.  Closed session and special meetings may be scheduled to address time-sensitive and/or urgent matters.

City Facility Rental Cancellations 

All indoor and outdoor facility rentals, including sports fields, will be cancelled and fully refunded.  Scheduled rentals can have planned attendance between 10-500 people, cancelling these reservations ensures the City of Tracy is being consistent with local and state recommended practices.

Resource Reallocation (Facilities and Parks)

Resources will be deployed to focus on the cleanliness of our park and facility restrooms, which will be cleaned daily.

Temporary Customer Service Modifications

Effective immediately, the following service modifications are being implemented at City Hall and Boyd Service Center to facilitate social distancing and remote customer service:

 Development Services

  • The Development Services public counters at City Hall will be closed.  All related services will be provided by appointment only or via phone or email.  For information, call (209) 831-6000 or email des@cityoftracy.org.
  • Customers are encouraged to submit questions and service regarding building permits, zoning, city engineering, and economic development through the City’s GoRequest app.  Download the app or make online requests here: https://user.govoutreach.com/tracy/support.php?cmd=shell.

Parks & Recreation

Amenity, Facility, and Programming update as of 9/24/2020:

Parks, trails and open spaces will remain open for “passive recreation,” such as walking, jogging, bicycling, skateboarding, etc. Users of our City parks are encouraged to follow these recommendations:

• Use the restroom before leaving the house – all public park restrooms will be closed

• Carry your own water bottle, as water fountains at the parks are temporarily unavailable

• Bring a suitable trash bag or leave your trash at home to protect other park users and parks staff

• Follow CDC’s guidance on personal hygiene before heading to parks and trails – wash your hands and carry hand sanitizer

• Keep six feet from other people as you walk, bike, or hike, skateboard, etc.

• Warn other trail users of your presence as you pass.

Special shopping hours and additional resources for seniors/high-risk individuals

 City Public Transit Services

  • Public transit routes are still currently in operation throughout the city for those who lack transportation options.
  • City buses will be disinfected daily and signs posted on the buses asking riders to allow for social distancing while on the bus and to take proper health precautions.
  • The Tracy Transit Station will remain open to allow for the purchase of tickets for the various services offered. Disinfection of the lobby area will take place throughout the day. All Transit Station rentals have been cancelled.
  • Current information on transit services can be obtained by calling (209) 831-4BUS (4287).

Finance Department


  • Please note that City Hall is closed until further notice and cash payments are no longer being accepted in-person.

  • Utilities Billing Division is offering customers relief by suspending shut-offs for non-payment and waiving late fees.  Please see press release for details. 
  • Customers are strongly encouraged to use the City’s online and telephone payment options and other resources for self-service and 24/7 account access.
  • Customers who wish to enroll in the online access system may do so at https://Tracyca.munisselfservice.com/default.aspx.

 Animal Services

Due to a lack of barriers between employees and citizens at the facility, Animal Services will be closed to the public; however, customers can call (209) 831-6364 or email animalservices@cityoftracy.org for information. The following is a list of modified shelter operations:

  •  Licensing process through the mail with a 30-day grace period for late licenses.
  • Suspend volunteer program until further notice.
  • Suspend fundraising/donation events until further notice.
  • Return to owner animals are by appointment only.
  • Surrender of animals are by appointment only.
  • Community/Feral Cats: Those who wish to surrender stray, healthy cats are asked to release them where they trapped them and bring them in after the shelter resumes normal operations.
  • Lost and Found Animals: Customers should complete and submit City electronic lost/found forms.
  • Sunday Vaccine Clinic canceled until further notice.
  • Adoptions: Animals will continue to be advertised through Pet Harbor and social media.  Adoptions will be handled by appointment only.
  • Transfer of animals to local rescues or other shelters are by appointment only.

Economic Development Resources

The US Small Business Association (SBA) will work directly with state Governors to provide targeted, low-interest loans to small businesses and non-profits that have been severely impacted by the Coronavirus (COVID-19). The SBA’s Economic Injury Disaster Loan program provides small businesses with working capital loans of up to $2 million that can provide vital economic support to small businesses to help overcome the temporary loss of revenue they are experiencing.
