Payment Options

The City of Tracy is pleased to announce the implementation of the new utility billing system effective August 5, 2019.  Utility accounts are now identified by an account and customer number.  If you are currently enrolled in recurring payments, your payments will continue as normal; no action required.  The utility bill is sent out every month.  Payment is due within three weeks after the billing date. Payments received after the delinquent date will be subject to late fees/penalties. You can pay your bill using the following methods:
  • Citizen Self Service Web Portal - Sign up at https://tracyca.munisselfservice.com/default.aspx. View your bill, make payments with a credit card, receive utility bills via email, or register for automatic check payments.

  • 7-ELEVEN Cash Payments – Take your entire bill that is printed with the bar code to participating 7-Eleven stores. You must pay by CASH ONLY and must have your entire physical bill with barcode to make a payment. To find a 7-Eleven location, visit www.paynearme.com/locations
  • Pay-by-phone – Call (209) 831-6800 to pay your Utility Bill using your Visa, Master Card or electronic check.  Be prepared and have your Utility Bill Account Number and Customer Number available, and follow the instructions to make your payment. Payment made is a one-time transaction. This option is available 24/7 at no cost.

  • By Mail -  Mail in your check or money order  to the City's depositary bank, Wells Fargo at the following address:  City of Tracy, P.O. Box 398884, San Francisco, CA  94139-8884.

  • In Person - Pay in person at the City Hall. Payments are accepted at the Finance Front Counter during normal business hours. After hours, you may drop your check or money order (no cash please) in the drop boxes located at the City Hall. One is located in front of the City Hall off of Civic Center Drive and other is a drop slot into the back of the City Hall by the water fountain off of 10th Street. 

Low Income Assistance

Reduced rates for qualified low income customers is available. Inquire at the Finance Department located in City Hall, or download the Low Income Assistance Application, complete as outlined on form and submit to the Finance Department for approval.
